ABOUT THE POSITION


The County of Riverside's Department of Waste Resources has an opportunity for a Waste Management Program Administrator (WMPA) located in Moreno Valley.  The WMPA will responsible for the planning, administration, and operation of the Department's fleet program, including directing the procurement, inspection, assignment, maintenance, repair, and disposal of the Department’s extensive fleet of heavy construction equipment.  In addition the incumbent will be responsible for the fleet support warehouse and parts systems,  and the  refueling facilities.

The Department  seeks candidates that have experience in a motor fleet setting in an administrative, management, or supervisory capacity, which included responsibility for at least two of the following functions: budget preparation and control, fiscal management, general administrative systems and procedures; personnel administration.  Experience in supervision of journey level automotive mechanics directly or through subordinate supervisors are highly desired.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. 

EXAMPLES OF ESSENTIAL DUTIES

• Plans, organizes, and coordinates a complex county-wide waste management programs or long-term projects.

• Ensures the assigned programs or special projects meet legal requirements and departmental goals, and are accomplished in a timely and efficient manner.

• Implements program specifications, strategic plans, system designs, and legislative mandates relating to assigned area.

• Assumes the lead role in negotiating and monitoring contracts for the procurement, operation, and maintenance of recycling-related facilities.

• Interacts with appropriate cities, elected officials and vendors on matters relating to the design and use of material recovery facilities or transfer stations; resolves contractual problems involving the acquisition of land and facilities to be used for waste management.

• Reviews the vendor's marketing strategies for recyclables and makes adjustments as needed; ensures that the goals and needs of agencies using the County's recycling-related facilities are met.

• Communicates and acts as liaison between vendors operating County recycling-related facilities and the users to develop compromises and resolve contractual problems or complaints.

• Reviews reports submitted by vendors operating recycling-related facilities for compliance with various legislative mandates and user agreements, and authorizes payments; reviews program-related legislation and makes appropriate adjustments for compliance.

• Reviews responses to requests for proposals and participates in the selection of consultants.

• Makes presentations and represents the department before community groups, the Board of Supervisors, councils of government, city managers, State and federal regulatory agencies.

• Interacts with the media pursuant to Riverside County Board Policy A-44; writes reports and correspondence.

• May supervise professional technical, and clerical support staff assigned to the project or program; and may develop and monitor the program/project budget.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a Bachelor's degree in business or public administration, planning, environmental science, engineering or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)

Experience: Five years of administrative, management, or supervisory experience which included planning and making recommendations on complex issues involving waste management processes.

Knowledge of: Laws, rules, and regulations impacting waste management; contract administration; contract negotiations techniques; project/program coordination and quality control methods applicable to professional services; County purchasing policies and practices; the methods used in evaluation of vendor capability and performance; the physical, environmental, and economic implications of waste management; Riverside County Board Policy A-44 (media relations).

Ability to: Negotiate service contracts and user agreements; interpret and administer contracts, user agreements, and operating policies; interpret and apply legislative mandates to assigned program/project; establish and maintain effective and cooperative working relationships with program/project participants; review and analyze reports; generate and evaluate alternatives to problems and project consequences of decisions and recommendations; make presentation before community groups, the Board of supervisors, councils of government, city managers, State and federal regulatory agencies, and the news media; write concise reports and correspondence; supervise staff.

MISCELLANEOUS RETIREMENT:  County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.
 
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
