ABOUT THE POSITION



The County of Riverside's Agency Education/Information Services Division at Riverside University Health System's Medical Center seeks a Computer Based Training Officer to join our team in Moreno Valley. 


These positions will be responsible for planning, designing, developing, and authoring computer-based training programs along with web-based trainings and videos, and providing support to staff in computer-based training usage.

Preferred Qualifications:
  • Experience with Adobe Captivate
  • Experience with Adobe Creative Cloud Suite
  • Basic Graphic Design Skills and knowledge & experience pertaining to Photoshop, Illustrator, Adobe Suite, etc.
  • Experience with PowerPoint
  • Experience with Microsoft Office
  • Experience with Moodle, HealthStreem or other Learning Management Systems
  • Having experience and technical knowledge in videography/photography (including filming and video content creation). 
  • Familiarity with camera operation, lighting, and video editing is very beneficial for multimedia projects. 

Schedule:

Monday through Friday - Day Shift - 4/10 -  6:30am to 5:00pm (Remote work is not an option))

EXAMPLES OF ESSENTIAL DUTIES

• Depending on the Area of assignment, duties may include, but are not limited to, the following:
• Plans, develops and coordinates Computer Based Training programs and other computer-related training needs for the Department utilizing Learning Mangement Systems Software and Content Development Software.
• Consults with supervisory and management staff to interpret subject matter and develop course content.
• Edits and modifies program materials according to specific legislative changes or other necessary requirements; develops instructions and screen dynamics; creates appropriate graphics to reinforce content.
•Receive, log, and route user calls for assistance or repair; monitor trouble call/resolution information; follow up on and report aged calls to ensure a timely response.
•Inform and train users in a web browser and software operation; analyze and make recommendations on response time, training design, user support needs, or customer satisfaction
•Prepare training, support, technical documentation, and procedures for educational and staff development.
•Manage and support Learning Management Systems environment similar to: (Moodle, Health Stream, Sakai. EdApp, etc.)
•Troubleshoot Learning Management System (LMS) issues; provide resolution to desktop communication problems and remote system connections; troubleshoot software, and web (browser) errors, account management, and coach users in correcting reported problems.
•Front-End web development, to locate, design and use graphics, multi-media elements, and links in web page design; map and maintain consistency in the flow of the site; evaluate use and usability of assigned sites.
•Maintain the integrity of site information (i.e., updated data, relevant links) updating content, and system changes.
•Develop quality and content standards based on industry standards, management preferences, and available resources.
•Plan and coordinate multi-media productions, using videos, presentation programs (Adobe Captivate, Power-Point, etc.), audio & video editing,  media, and printed communication.
•Plan, develop, and produce multimedia programs for educational, public information, and training purposes; consult with management, training, and technical staff to determine goals and objectives, and the content and format of planned multimedia programs
•Perform post-production work such as editing, sound recording, dubbing and mixing, special effects, titles and graphic, narration, and duplication of completed programs
•Operate video and sound recorders and other production and editing equipment; perform routine maintenance and minor repair work on media equipment; clean and repair equipment as necessary

In addition to the responsibilities and qualifications outlined above, the Computer Based Training Officer will also be expected to:
1. Administer Learning Management Systems (LMS)
a.  Administer LMS platforms, including Moodle and HealthStream.
b.  Create and manage user accounts for multiple departments, organize and update content, and track progress of current education modules.
2. Develop and Maintain eLearning Modules
a.  Design, develop, and deploy courses using Adobe Captivate (Classic and current versions), PowerPoint, and iSpring Learning tools.
b.  Ensure course materials are consistent, intuitive, and aligned with the department’s instructional guidelines.
3. Technical Expertise
a.  Demonstrate familiarity with cPanel for content/server administration.
b.  Navigate and troubleshoot effectively within a Windows OS environment.
4. Project & Time Management
a.  Adapt to an ever-changing environment, handling multiple projects and strict deadlines efficiently.
b.  Organize priorities and resources to deliver high-quality training modules within specified timelines.
5. Customer Service & Communication
a.  Collaborate and communicate effectively with internal teams, stakeholders, and external vendors.
b.  Provide excellent customer support, including prompt issue resolution and technical assistance.
6. Organization & Collaboration
a.  Maintain a systematic approach to course deployment, updates, and user inquiries.
b.  Work closely with Subject Matter Experts (SMEs) and departmental leaders to ensure training accuracy, relevancy, and best practices.
7. Reporting & Stakeholder Communication
a.  Generate accurate reports on training progress and metrics.
b.  Present data and findings to stakeholders, offering clear explanations and recommendations.
8. Videography (Preferred)
a.  Having experience and technical knowledge in videography (including filming and video content creation).
b.  Familiarity with camera operation, lighting, and video editing is very beneficial for multimedia projects.

MINIMUM QUALIFICATIONS

OPTION I
Experience: Two years as a Training Officer or Senior Training Officer with Riverside County.

OPTION II
Experience: Two years of planning, filming, developing, and editing videos, online training, and/or blended learning. Experience with eLearning authoring tools and video production software and applications (such as Adobe Premier, Adobe Audition, Adobe After Effects, Adobe Photoshop, Adobe Captivate, Final Cut Pro, PowToon, etc.).

OPTION III
Experience: Three years of planning, developing and conducting staff development and/or training for staff.

ALL OPTIONS
Knowledge of: The principles of staff development and training; principles, methods and techniques used in developing the application of software for training; video production software (such as Adobe Premier, Final Cut Pro, etc.) and video development; employee training resources and trends; techniques and methods of orientation and in-service training; methods and techniques of evaluating the effectiveness of training programs.

Ability to: Develop computer software training programs for the instruction of staff; create cutting-edge interactive learning activities and multimedia content such as Web-based Training, eLearning courses, Instructional Training Videos, and Micro-Learn Videos; work effectively with departmental personnel, vendors and staff of other agencies; identify training needs and recommend training programs.

MEDICAL/DENTAL/VISION INSURANCE: A choice of different medical, dental and visions plan are available to elect. The County provides a Flexible Benefit Credit contribution as governed by the applicable SEIU Memorandum of Understanding to contribute towards the cost of these plans.

MISCELLANEOUS RETIREMENT:  County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)

4 < 9 years = 120 Hours (15 Days)

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
