Senior Accountant-General Ledger
GENERAL DESCRIPTION
Under the general direction of the Senior Manager of Accounting, the Senior Accountant-General Ledger is responsible for performing a full range of professional accounting duties within assigned accounting functions, either within a department with limited fiscal programs or as part of a larger centralized accounting operation. This role includes preparing complex journal entries, posting transactions to appropriate accounts, and managing interfund financial activity across various business units. The Senior Accountant will establish and maintain financial records, ensure compliance with GAAP, and assist with the implementation of new GASB pronouncements. Additionally, the position supports the month-end and year-end closing processes, participates in the year-end financial audit, and manages cash management duties including bank reconciliations.

COMPENSATION: $80,000 AND UP BASED ON EXPERIENCE
ESSENTIAL FUNCTIONS
- Prepare complex journal entries and post transactions to the appropriate accounts, including managing interfund financial activity across various business units.
- Create, establish, maintain, and audit financial records, accounts, ledgers, and journals to ensure accuracy and compliance.
- Ensure compliance with GAAP and assist with the implementation of new GASB pronouncements for financial reporting.
- Analyze financial reports and forecasts using high-level analytical skills and a thorough knowledge of accounting principles.
- Support the month-end and year-end closing processes, monitoring operating expenses for completeness prior to closing the monthly P&L.
- Act as a lead during the year-end financial audit process, interacting directly with auditors to provide Prepared by Client (PBC) data requests.
- Perform cash management duties, including bank reconciliations, book transfers, and downloading electronic statements.
- Assist in uploading payroll and accounts payable (AP) data files to the bank as part of cash management activities.
- Liaise with the Financial Manager and various departments to improve and document existing financial policies, procedures, and processes.
- Support the accounts payable team by assisting with PCard transactions, adjusting invoice cost distributions, and providing ACH transaction assistance.
- Utilize advanced MS Excel skills, including VLOOKUPs and pivot tables, for data analysis and reporting.
- Direct, supervise, and review the work of subordinate staff, providing guidance and support as necessary.
- Work independently with minimal supervision while managing multiple tasks and meeting deadlines.
- Maintain accurate records and documentation of all accounting activities to ensure an audit trail of financial transactions.
- Perform other related duties as required to support the overall objectives of the accounting department.
- Maintain a consistent physical in-office presence in alignment with approved remote days.

REQUIRED FOR ALL HCAA JOBS
- In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)
· A Bachelor's degree in Accounting or Finance.
· Three (3) years or more experience as a professional accountant.
· Or equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below.
· Must possess a valid, current Florida Driver License at the level required for the position when operating an Authority vehicle or driving on behalf of the Authority.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of GAAP (Generally Accepted Accounting Principles) and the ability to ensure compliance in financial reporting.
- Knowledge of GASB (Governmental Accounting Standards Board) pronouncements and their implementation in accounting practices.
- Knowledge of laws, rules, and policies governing payroll, leave, and fiscal accounting records and accounts.
- Knowledge of personal computers and proficiency in word processing, spreadsheet, database applications, and various accounting software.
- Skill in preparing complex journal entries and accurately posting transactions to the appropriate accounts.
- Skill in analyzing financial reports and forecasts, utilizing high-level analytical skills to draw meaningful conclusions.
- Skill in conducting audits of financial records, accounts, ledgers, and journals to ensure accuracy and compliance.
- Ability to collect, organize, and evaluate data effectively, developing logical conclusions to support decision-making.
- Ability to analyze and audit accounting, fiscal, payroll, and leave data, ensuring integrity and compliance with regulations.
- Ability to read, comprehend, and apply job-related rules, policies, and procedures accurately.
- Ability to develop computer-based spreadsheets, graphs, summaries, and reports for effective data presentation.
- Ability to work independently with minimal supervision while managing multiple tasks and meeting deadlines.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective working relationships with others within and outside the Authority.
- Ability to handle restricted, sensitive, and confidential information.
- Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
