ABOUT THE POSITION


The County of Riverside's Riverside University Health System (RUHS) - Information Services has an exciting opportunity for an Information Technology Manager III to oversee their Infrastructure Team located in Moreno Valley. 

The RUHS's Infrastructure Team is comprised of 16 highly technical employees and supports four data centers with approximately 400 - 500 servers hosting over 100 applications, which requires 24 hours a day, 7 days a week, 365 days a year support. Their work is incredibly important as these data centers are the backbone of RUHS's IT system and it is this team's responsibility to make sure they are running smoothly.  The Infrastructure Team also handles higher level network administration tasks classified as tier 2 or above.

The IT Manager III  reports directly to the RUHS Chief Technology Officer (CTO) and serves as a back up to the CTO. Responsibilities will include providing key oversight and setting of vision and strategic direction. The ITM III class has significant advanced knowledge of IT organization operations or current technology and industry trends plus the ability to apply technology issues to the business needs of the organization and apply a comprehensive strategy.

The IT Manager III class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Chief Information Officer.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

Riverside University Health System (RUHS) is an integrated health system delivering exceptional care to residents of Riverside County, through a network of skilled healthcare professionals.  RUHS includes the 439-bed Medical Center in Moreno Valley accredited by the Joint Commission, 10 Federally Qualified Health Centers (FQHCs), specialty clinics, and the departments of Behavioral and Public Health.  RUHS is a teaching organization that provides training for doctors, nurses and allied health professionals, and is affiliated with Loma Linda University, University of California System and Western University of Health Sciences.  RUHS employs about 6,000 team members.

EXAMPLES OF ESSENTIAL DUTIES


• Develop strategic plans and implement operational plans for oversight of IT Administration and information technology infrastructure to support the County and department's business goals. 
 
• Organize and direct relevant activities in support of smooth operations; analyze and prepare a variety of complex reports and correspondences.
 
• Develop and implement work plans to accomplish work group objectives; assign work and monitor performance; take action in the full range of formal personnel activities including hiring, training, and evaluating performance of staff. 
 
• Oversee and provide consultation in the development of operations and technology solutions to achieve business goals in a variety of areas. 
 
• Serve as a liaison; create and foster partnerships with others to deliver and improve services as well as participate in forums of common interest to IT professionals. 
 
• Establish policies and procedures as well as establish acceptable practices. 
 
• Manage a portfolio of projects to be accomplished in the short- and long-term. 
 
• Review and evaluate the effectiveness of IT Administration tools such as financial accounting systems, and ensure compliance with local, state, and federal laws, rules and regulations; direct the development and implementation of automated reporting systems such as budget, accounting and asset management systems.
 
• Ensure customer satisfaction; measure and evaluate work productivity and customer satisfaction; oversee work group productivity ensuring a constructive operational environment and positive organizational behavior. 
 
• Determine and act toward meeting work group resource needs. 
 
• Prepare, negotiate and present budget and other funding proposals; monitor expenditures; and operate within budget allocation; participate in the formulation of service fee rates and policies based on analysis, trending and forecasting. 
 
• If operating as an administrator within the IT environment, assist divisions and program managers with the development of individual budgets, monitor deviations from approved budgets and recommend corrective measures including implementing internal controls.
 
• Negotiate, prepare, review, and enforce contracts and service level agreements; participate in the development of new programs to facilitate long and short-term strategies, and financial plan objectives, including major financial plans such as capital budgeting, planning and investigation of financing methods.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with major course work in computer science, information systems, electronics engineering, voice/data communications, public/business administration, or a related field to the assignment. (Additional qualifying experience in systems analysis, applications programming, user technical support, network administration, or telecommunications may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Four or more years of supervisory or administrative experience with responsibility for planning, organizing, and implementing budgets, programs, and projects. This must have included at least one year of experience supervising staff in any one of the following functions: budgets, systems analysis, user technical support, or network administration functions. (A master's degree from an accredited college or university in computer science, information systems, public/business administration may be substituted for one year of non-supervisory experience.) 

Competitive Candidates will Possess (please be sure to include a description of your experience in the below areas in your application/work history in order to be accurately evaluated):
  • 3 - 5 years in any of the following areas: Microsoft Azure, Active Directory, MS Office 365, InTune, Windows Servers, Storage Area network (SAN), VMWare, Citrix, Enterprise Backup Software, HP Server Platform Hardware experience.
  • Certification in: Microsoft, Citrix, VMWare.
  • 3 - 5 years of healthcare IT experience.
  • A Bachelor's Degree.
Other Requirements:
License: Possession of a valid California Driver's License is required.

 The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons.  Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.

MISCELLANEOUS RETIREMENT:  County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

ANNUAL LEAVE (Bi-Weekly Accrual):

0 < 36 months = 8.92 Hours
36 to <108 months = 10.46 Hours
108 or more months = 12.00 Hours

Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
