ABOUT THE POSITION


The County of Riverside's Sheriff's Office is seeking to fill a Supervising Radio Communications Technician position who will support the Public Safety Enterprise Communication (PSEC) System in Riverside. Supervising Radio Communications Technician is a working title for IT Supervising Communications Technician.

The  Supervising Radio Communications Technician will supervise a team responsible for the planning, organizing, constructing, installing, testing, maintaining, and programming, public safety communication equipment. Also, the incumbent will oversee the subscriber shop, which includes scheduling staff, assisting customers, managing workflow, and completing repairs on radios, computers, and other equipment. They will coordinate with vendors to schedule maintenance, repairs, and site visits, and ensure all service agreements are adhered to.

Additionally, the Supervisor will review and approve invoices for vendor repairs and maintenance, as well as ensure environmental documentation for PSEC remote sites is in compliance. As a supervisor, the incumbent will provide leadership and guidance to the team, ensuring that staff performs technically advanced IT-related work effectively and meets all performance standards and deadlines.

Competitive candidates will possess relevant experience in the duties outlined, demonstrating a strong understanding of public safety communication systems. The ideal candidate will be a proactive leader with the technical expertise required to ensure the effective operation and repair of communication equipment in a critical public safety environment. Additionally, experience with Motorola radio systems and public safety communication technologies as well as a background in the public sector or governmental operations are preferred.

EXAMPLES OF ESSENTIAL DUTIES

• Supervise, assign, review, and evaluate the work of staff performing a variety of IT-related work; plan, organize, and provide opportunities to develop/maintain job-related competencies.

• Install communication (e.g. radio, computer) and other equipment in or on vehicles; install communication (e.g. radio, microwave, computer, switches, routers, Uninterrupted Power Supplies (UPS), battery systems) and other equipment (e.g., infrastructure equipment, cabling) in office and other buildings (e.g., remote microwave/radio tower sites); perform preventative maintenance on communication network and/or components. (subscriber devices, switches, routers, UPS’s, battery systems, radio repeaters, and microwave radios)
 
Perform minor preventive maintenance at PSEC remote sites to include weed abatement, HVAC air filter replacement, and generator testing; escort vendors and none PSEC staff to remote sites; verify work completed by vendors at PSEC remote sites; maintain and comply with environmental documentation at PSEC remote sites.  

• Install and configure network hardware and software; update system documentation; coordinate system/component upgrades and repairs with vendors and users; monitor the work of vendors to ensure compliance of enterprise standards for products and services; provide user training regarding equipment and network utilization;. Create, modify, and update subscriber radio programming (codeplug or personality) and radio programming software.
 
• Troubleshoot, repair, program and resolve malfunctions of communication network equipment and devices (e.g., subscriber devices, switches, routers, UPS’s, battery systems, computer, radio repeaters, microwave radios, , and cabling); diagnose, locate, and repair network malfunctions. Troubleshoot, diagnose, resolve minor HVAC and Generator malfunctions at PSEC remote sites.

• Install, configure, and maintain PSEC network switches, and routers; monitor PSEC   network components, on-line applications, and PSEC network connectivity; track and analyze problems and resolutions
 
• Research, evaluate and test proposed products, product versions and systems solutions.

• Confer with County staff and vendors to determine requirements and services and coordinate activities to ensure capability exists for inter-agency communication.
 
• Plan new and revised communications systems; estimate installation and recurring costs; coordinate the modification and installation of systems and leased data and transmission facilities; review and verify billings for completeness and accuracy prior to submission for payment; prepare recommendations and reports.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited college or university in computer science, computer information systems, data processing, information management, or related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience for one year of education.)

Experience: Four years of successful journey level radio, microwave, or public safety communication systems experience with two of those years including supervisory or lead duties over staff engaged in technically advanced IT-related work. (One year of experience as a Riverside County IT Communications Technician III may substitute for this required experience.)

Other Requirements:
License/Certificate: Possession of a valid California Driver's License required.

Physical Requirements: Pushing, pulling, and lifting a variety of technical equipment.

May need to operate a forklift on occasion, training will be provided.

Candidates for public safety positions will undergo a comprehensive background investigation to ensure their qualifications align with the responsibilities of a member of the Riverside County Sheriff IT team. The requirements for this process include: a complete employment history, a record of residency for the past ten years, five to seven references (which must consist of current or former employers, family members, friends, and co-workers), all relevant police reports, documentation of vehicle accidents and/or citations, as well as a polygraph and medical examination.

Must be able to lift, push, pull various large and equipment up to 50 lbs. in/out of the height of a standard pick-up truck.  Must be able to lift, push, pull equipment exceeding 50 lbs. with assistance or other mechanical means; i.e., hand truck, cart, forklift, liftgate, tractor, etc.

MISCELLANEOUS RETIREMENT:  County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.
 
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
