ABOUT THE POSITION


 


Riverside University Health System-Medical Center (RUHS-MC) is currently recruiting for a Director of Nursing Services to manage the Medical Surgical Unit - 4500. The Director of Nursing Services has primary responsibility for the day-to-day clinical operations of Medical Surgical Unit 4500.  This includes hiring, developing and maintaining department quality standards,  accountability for the efficient delivery of patient care and high quality nursing practices in compliance with administrative, legal and regulatory requirements of governmental and regulatory agencies.

Unit 4500 is a basic Medical Surgical unit that provides blood and blood product transfusions, chemotherapy, care of the oncologic patient, wound care and telemetry monitoring as well as overall care of adult medical/surgical patients. It is currently our designated COVID Unit. Additionally, there are two (2) Assistant Nurse Managers that support the Director of Medical Surgical 4500. 

Work Schedule: 9/80, with every other Friday off

EXAMPLES OF ESSENTIAL DUTIES

• Determine the subordinate organizational structure, nursing operations, and nursing methods, and make adjustments consistent with changing objectives.

• Plan the nature, content, and extent of nursing operations for achievement of both short-term and long-term objectives; make nursing evaluation rounds; receive reports of patients' admissions, discharges, and transfers.

• Interpret and communicate nursing and organizational philosophy and objectives, department policies and procedures and apply recognized standards of nursing practice; conduct regular conferences with Assistant Nurse Managers to discuss policies and procedures, and evaluate personnel and unit needs.

• Evaluate and initiate corrective action regarding operational compliance with licensure, accreditation, and regulatory standards.

• Establish policy for determining program emphasis and operating guidelines, including setting goals for delegated areas of responsibility; work with the Nursing Executive Director in scheduling personnel; participate in formulating and enforcing nursing rules, regulations, and policies.

• Participate in strategic planning for the organization and for nursing services; participate in formulating policy, procedures, and standards for the organization and nursing services.

• Evaluate the quality of nursing care and the operation and condition of units or health centers; keep informed of the condition of patients' and of unusual treatments, medications, or occurrences.

• Administer general personnel management matters and actions; evaluate the performance of subordinates; resolve problems involving grievances and discipline; advise and guide Assistant Nurse Managers or subordinate supervisors in administrative and personnel matters, and in interpreting and enforcing County and hospital policies, rules, regulations, and procedures.

• Assist in coordinating nursing services with nursing education programs; monitor and evaluate the work assigned to staff, and complete performance appraisals.

• Actively participate in local and national organizations to represent RUHS.

• Maintain daily work assignments and attendance records.

• Interview, screen, and recommend the hiring of prospective nursing personnel; participate in performance evaluations of personnel.

• Direct the preparation of budgets for assigned areas and integrate with organizational budgets; accountable for budget and personnel resource requests.

• Maintain records and present oral and written reports.

• Investigate complaints regarding patient care and nursing personnel in nursing services.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a Bachelor's degree in nursing, public, business or health administration or a closely related field. A Master's degree in nursing, or business or health administration is preferred.

Experience: Four years of nursing management experience in an accredited acute care hospital or large health system. (An additional two years of full-time administrative experience, which must have included implementing organization wide policies may substitute for up to a maximum of two years of management experience).

License: Possession of a current license to practice as a Registered Nurse in the State of California. 

Certifications: BLS & NIHSS 

Knowledge of: Current principles, techniques, and procedures of nursing; medical terminology, hospital routine, instruments, and equipment; uses and effects of medicines and narcotics; principles and techniques of effective supervision, management, and administration; Joint Commission, federal and state regulatory standards regarding nursing practices in an acute care hospital or health system.

Ability to: Clearly and effectively communicate verbally and in writing with staff and the public; plan, organize, direct, coordinate, and review the activities of assigned nursing services; supervise, instruct, motivate, monitor, train, and evaluate professional and nonprofessional employees; estimate future needs of nursing services in terms of personnel, equipment, and supplies; recommend improvements in nursing operations consistent with current nursing trends; establish and maintain systems of records and reports; establish and maintain cooperative relationships with staff and the public.


 

SUPPLEMENTAL INFORMATION

Condition of Employment:
In accordance with the California Department of Public Health Order dated August 5, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021.  Consideration may be given to candidates who are in the process of completing their vaccination regimen.

The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons.  Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.

 A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process.  Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

MISCELLANEOUS RETIREMENT:  County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

ANNUAL LEAVE (Bi-Weekly Accrual):

0 < 36 months = 8.92 Hours
36 to <108 months = 10.46 Hours
108 or more months = 12.00 Hours

Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
