ABOUT THE POSITION


Riverside County Auditor Controller is seeking a Supervising Accountant who will be assigned to their Auditor-Controller’s Office. 

The incumbent in this position will establish, maintain, and review accounting and fiscal records. The Supervising Accountant will also be tasked with supervising the preparation of the more complex reports, allocations, and distributions; review negotiated contracts and determine revenue allocations; supervise and participate in the development and maintenance of the property tax system for fiscal transactions, requirements, testing, training, and documentation. Additionally, the incumbent will evaluate and provide technical guidance, direction, and training complex accounting work, as well as develop preparation of revenue estimates and coordinate, assign, and review subordinate tasks. The Auditor-Controller’s Office desires candidates who have experience with the functions of a property tax unit and the Aumentum Property Tax system; Revenue and Taxation and Health and Safety codes of the State of California and its application in the allocation and collection of property tax; property tax extensions, revenue allocation and distribution of taxes; redevelopment processes, negotiated contracts, and statutory calculations and revenue forecasting.

Meet the Team!

The Riverside County Auditor-Controller is an independent, nonpartisan elected office that functions as the chief accounting and disbursement officer of the County.  The responsibilities of the Auditor-Controller are generally defined in the California Government Code.  With close to 100 employees, this office was established to provide accounting, audit, payroll, and property tax administration services to County government, cities, K-14 schools, and special districts. Can you see yourself here?


EXAMPLES OF ESSENTIAL DUTIES


• Supervise staff, and maintain and control the fiscal recordkeeping functions and systems in a departmental accounting function; supervise and participate in the preparation, review, and verification of a variety of accounting, statistical, and narrative reports. 

• Examine and analyze complex fiscal recordkeeping systems and procedures to evaluate effectiveness; develop, revise, and maintain forms for fiscal transactions, recordkeeping and budgetary control. 

• Review, evaluate, design, implement, and revise accounting systems; review laws, legislation, and policies to ensure compliance and determine impact on accounting procedures. 

• Provide guidance and assistance to department and other officials on a variety of accounting and budgetary problems. 

• Coordinate the methods, procedures, and work of the accounting unit supervised with other sections, departments, or outside fiscal intermediaries. 

• Organize, assign, and review work of subordinate staff; evaluate, train, and provide technical assistance to subordinate staff; coordinate accounting work with data processing systems. 

• Perform purchasing or other fiscally related staff services; may assist in the preparation of district and departmental budgets; perform special accounting-related assignments or projects as required. 

MINIMUM QUALIFICATIONS

Education: 

OPTION I: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting. (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)

OPTION II: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor. 

Experience: 

OPTION I: Two years of experience as a professional accountant or auditor equivalent to a County of Riverside Accountant II class performing the full range of journey level accounting or auditing assignments. 

OPTION II: One year of experience equivalent to a County of Riverside Senior Accountant, which included acting in the lead capacity over accounting and clerical staff performing complex technical accounting or auditing work.

ALL OPTIONS
Knowledge of: Accounting principles and practices including governmental accounting, budgeting, laws, and regulations affecting governmental financial operations; principles of business management and office methods and procedures; data processing systems applicable to accounting operations; the principles of supervision. 

Ability to: Evaluate and supervise the work of subordinate staff; interpret and analyze complex data and material and draw local conclusions; understand, interpret, and apply laws, rules, regulations, policies and procedures related to accounting operations; maintain complex records and prepare complex reports and financial statements; prepare oral and written reports; establish and maintain effective working relationships.

MISCELLANEOUS RETIREMENT:  County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.
 
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
