The County of Riversides' Human Resources Department is seeking a Human Resources Technician II to support the Employee Services division in Riverside.

The Human Resources Technician II will be responsible for performing technical lead duties, managing workflow and providing guidance to teammates and assigned departments. The Human Resouces Technician II will be responsible processing complex Employee Transaction Forms (ETF), perform adjustments for payroll and benefit purposes, initiate and authorize repayments, pay adjustments, processing transactions not limited to terminations and other related functions to ensure compliance with established procedures. Additionally, the HR Technician II will research, calculate and resolve payroll transactions.

The Human Resources Technician II is distinguished from those in the Human Resources Analyst series by having responsibility for the less demanding technical and analytical assignments.  

Competitive candidates will have experience in PeopleSoft, NeoGov, and knowledge of Memorandums of Understanding (MOU), benefit and leave laws and proficiency in Microsoft Excel application. Previous human resources experience and strong customer service in the public sector are also highly desired.

This position follows a schedule of Monday through Friday, 8:00 AM to 5:00 PM.

This position is currently a full-time companion position with benefits. It is expected that this position will become a full-time regular position in the near future. This companion position has been opened to allow proper training time before the current Human Resources Technician II vacates the position. EXAMPLES OF ESSENTIAL DUTIES

Provides technical assistance to County department heads, supervisors, employees, and applicants on personnel-related matters. 

Reviews personnel transaction forms and other related documents for transfers, rehires, promotions, and other employment actions to ensure compliance with established procedures. 

Coordinate with department staff and affected individuals to resolve discrepancies and omissions. 

Initiate and authorize employee payments, as well as repayment agreements for overpayments due to record corrections or necessary adjustments.

Research personnel records and other documents to generate reports, both manually and through computer systems.

Review and authorize claims payments for division manager approval, identifying errors and advising departments on required corrections.

Assists customers and employees by answering questions related to benefits including medical, dental, vision, disability, flexible spending accounts, COBRA, Medicare and life insurance.

Support special projects and provide training to team members.

MINIMUM QUALIFICATIONS

OPTION I
Experience: One year of technical human resources experience, which included interpreting and applying human resources rules and regulations equivalent to a Human Resources Technician I with Riverside County.

OPTION II
Education: Completion of 18 semester or 27 quarter units from an accredited college or university in business or public administration, social or behavioral sciences or a closely related field to the assignment. (An additional year of full-time experience may substitute for the required education.)

Experience: Two years of experience equivalent to a Senior Human Resources Clerk with Riverside County.

Knowledge of: Laws, ordinances, rules, regulations, and procedures governing the Human Resources Department and human resources activities of operating departments; basic human resources records and documentation; occupational titles and concepts, job duties performed and job-related standards for employment.

Ability to: Evaluate education, experience and other qualifications and determine their applicability to the established requirements; read, understand, apply, and explain regulations, standards, policies, and procedures; communicate effectively orally and in writing; work effectively with applicants, co-workers, other agencies, and the community; maintain accurate records; prepare reports and correspondence; recognize problems and devise effective course of action; collect and evaluate data and summarize findings; perform basic statistical computations.

MEDICAL/DENTAL INSURANCE: A choice of different medical, dental and visions plan are available to elect. The County provides a Flexible Benefit Credit contribution, as governed by the applicable Management Resolution, to contribute towards the cost of these plans. Vision coverage is provided through Vision Service Plan (VSP) at no cost to employee or eligible dependents.

MISCELLANEOUS RETIREMENT:  County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 through 3 year = 80 Hours (10 Days)
4 to through 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).

BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
