The County of Riverside's Purchasing and Fleet Department has an opportunity for an Administrative Services Analyst I/II to join their Administration and/or Compliance Team located in Riverside. The level at which this position is filled will be at the discretion of the department.

This role will involve managing contracts countywide by ensuring that all contractual requirements are met and maintaining comprehensive records. The Analyst will also be responsible for budget reconciliation, developing and implementing policies and procedures, conducting audits to ensure compliance, and coordinating with internal and external stakeholders. The position requires someone with a strong understanding of contract management, budget reconciliation, and data management. 

In addition, the Analyst will be tasked with maintaining organized documentation, preparing compliance reports for the Department, and communicating with the suppliers. Outreach efforts will also be essential, including working closely with various departments to ensure that the P-Card and Procurement policies are effectively implemented. The ideal candidate will have experience in contract management, budget reconciliation, and, as well as strong written and verbal communication skills. Organizational abilities and keen attention to detail are crucial, along with proficiency in Microsoft Office Suite and project management software.

The Administrative Services Analyst (ASA) I is distinguished from the Administrative Services Analyst II by the latter's performance of complex and difficult assignments requiring a lesser degree of review and a higher level of independence. The ASA I is a natural progression underfill for the ASA II. Incumbents are eligible to promote to ASA II after obtaining one year of experience as an ASA I, receiving a satisfactory performance evaluation, and meeting the educational and/or experience requirements.

Meet the Team!

Riverside County Purchasing and Fleet Services includes the key functions of Purchasing, Fleet, Central Mail, and Surplus Services. The primary role of the Purchasing and Fleet Services is to manage the procurement of goods and services for County Departments and agencies within Riverside County. This includes overseeing the solicitation, vendor selection, negotiation, and award of contracts, as well as managing contract execution and reporting. The Fleet division handles the acquisition, maintenance, and management of vehicles to ensure reliable and cost-efficient transportation for County departments. Central Mail is responsible for the distribution of both incoming and outgoing mail for County agencies, ensuring timely and accurate delivery. Surplus Services manages the disposal of surplus property, ensuring compliance with regulations and maximizing the value of unneeded items. Additionally, the department provides emergency logistical support, all of which contributes to the efficiency and effectiveness of Riverside County agencies.

EXAMPLES OF ESSENTIAL DUTIES

• Plan, coordinate, and conduct studies of administrative and operational facilities management activities, including fiscal operations, budget preparation, contract management, and monitoring contract expenditures and terms. Oversee purchase order encumbrances, track expenses and revenues.

• Develop reports and recommendations for appropriate action based on the analysis of gathered data. 

• Prepare or assist in the preparation and/or review of budgets by analyzing the need for budget items requested to determine whether items are justifiable, based on Department objectives and priorities; review financial data on an on-going basis to ensure conformance with established guidelines; examine and make recommendations for the transfer of funds. 

• Recommend and establish contract forms and procedures; monitor adherence to contract terms. 

• Research availability and applicability of grant funding; research methods necessary for specific grant proposals; recommend and monitor procedures for grant implementation 

• Upon request, develop and recommend policies and procedures; develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures. 

• Coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations. 

• Participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions. 

• May direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of standard tasks.

MINIMUM QUALIFICATIONS

Administrative Services Analyst I ($56,950.95 - $75,550.65 Annually):

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

OPTION II
Experience: Four years of paraprofessional experience in an administrative capacity.

OPTION III
Experience: One year as an Administrative Services Assistant with the County of Riverside.

Administrative Services Analyst II ($69,154.05 - $91,794.15 Annually): 

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.) 

Experience: One year of professional experience in an administrative capacity. 

OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative paraprofessional, or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Two years of paraprofessional or technical experience in an administrative capacity.

OPTION III
Experience: One year as an Administrative Services Analyst I with the County of Riverside.

MISCELLANEOUS RETIREMENT:  County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)

4 < 9 years = 120 Hours (15 Days)

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
