ABOUT THE POSITION

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies. 

The County of Riverside’s Flood Control and Water Conservation District has opportunities for multiple Maintenance and Construction Worker (MCW) positions that will be assigned to the Maintenance Division in Riverside.

Competitive candidates will be invited to interview at a 1-day hiring event on April 2, 2025 (interview by invitation only; please, apply). Apply by February 24, 2025 for priority consideration.

The Maintenance and Construction Worker operates under general supervision, reporting to the Regional Flood Control Supervisor.  The primary responsibilities entail performing various maintenance and construction tasks related to Flood Control projects. This includes the operation of hand tools, trucks, and motorized equipment such as two-axle or three-axle trucks, water spray trucks, loaders, mowers, skid steers, chippers, and compressors. Tasks may involve vegetation trimming, debris removal, brush clearing, mowing, encampment removal, fence installation/repair, graffiti abatement, herbicide spraying, and vermin/rodent control. The role demands the ability to work outdoors in harsh environments and inclement weather.

Ideal candidates will possess:
  • A high school diploma or attainment of a satisfactory score on a G.E.D. test 
  • Prior experience in the listed functions and in public works
  • A valid California Commercial Class A license
    • **Commercial Class A License is required in 6 months **
  • Experience operating heavy equipment such as skid steer, backhoes, excavators, dozers, dump trucks and tractor trailer 
4/10 Schedule: four days a week, with each workday lasting ten hours.  

*Employees may be required to work extended shifts or be called back in during emergency situations.  They must be available for any emergency call-out as required 7 days/week, 24 hours/day.*

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.

EXAMPLES OF ESSENTIAL DUTIES

• Construct and maintain roads, fencing, flood control channel walls and levees, and culverts.

• Perform construction, maintenance and hauling to disposal sites; spray and cut weeds; patch holes in access roads; clear roads, channels, and other facilities of storm debris and repair damage.

• Install signs; chop and clear brush; mix and pour concrete; erect traffic and safety devices.

• Use a variety of hand and power tools; operate dump trucks to load, haul and deliver a variety of debris and materials; operate water spray trucks, loaders, mowers and other light motorized equipment. 

MINIMUM QUALIFICATIONS

Required
Experience: One year of performing construction work or field maintenance work (e.g., roads, flood control facilities, refuse sites, recycling facilities, public works projects or closely related work) which required operation of light trucks and related construction equipment.

License: Possession of a valid California Class C driver's license is required at the time of application. The incumbent must have the ability to obtain and maintain a California Commercial Class A within 6 months from the date of hire.  

This position is designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required. Applicants must submit a Department of Motor Vehicles (DMV) driving record prior to hire.

Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.

Physical Requirements: The Maintenance and Construction Worker must have the ability to move tool/equipment, use a variety of hand and power tools, and work outdoors with exposure to inclement weather.    

Knowledge of: The operation and maintenance of trucks and light motorized equipment; equipment and traffic safety procedures; the tools and materials commonly used in field maintenance, recycling, or construction work.

Ability to: Safely operate trucks and light motorized equipment; perform a variety of semi-skilled maintenance or construction tasks; operate power saws, chippers, and a variety of hand tools; follow oral and written instructions.

Preferred
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

License: a valid California Commercial Class A Driver's License. Submit a current copy (received within the last 30 days) of your driver's record from the Department of Motor Vehicles with your application *online DMV printout is valid*. MISCELLANEOUS RETIREMENT:  County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
